  1. Usage: SET FLOOD_WARNING [ON|OFF|TOGGLE]
  2.   If ON, you will see a warning when flood protection 
  3.   is activated.  This is used in conjuction with:
  4.     ON ^FLOOD *
  5.   which otherwise will simply cut off flooding messages
  6.   without a warning to you.
